​Roger de Moor
Executive Director
 13 years Rebuilding Together/Retired Industrial Executive
​Roger de Moor is a Dutch-born executive who moved to the United States in 1996 after an international career with Philips Electronics spanning Europe, Asia, and North America. With a master's degree in Industrial Engineering and Management Sciences, he held leadership roles in organizational consulting, factory management, and business operations, overseeing startups, growth, restructuring, acquisitions, and plant closures in countries including Portugal, Singapore, Austria, Mexico, Poland, and the United States. After serving as Vice President of Philips North America's TV business in Juárez, he settled in El Paso. Following his retirement from industry, he served six years as President of Rebuilding Together El Paso before becoming its Executive Director, where he continues to lead the organization's growth and long-term sustainability. 

   Courtney Yeatman
    President of the Board
     7 years of Rebuilding Together/Senior Vice President Construction Lending - WestStar Bank
     Is the Senior Vice President of residential construction lending at WestStar Bank in El Paso, Texas.  In her role,             she maintains banking relationships with homebuilders as well as generates new business opportunities to                 further expand the banks residential construction loan program.
     she joined Weststar in 2009 as a credit file clerk and has served in various positions since then, including loan             review assistant, business loan analyst, and most recently Assistant Vice President of commercial lending. 
​     She graduated from Colorado Technical University with an MBA degree in finance.

  Juila M. Smith, P.E. (NM,TX)
   Secretary of the Board
   5 years Rebuilding Together/ Environment & Infrastructure Solutions WSP
​    Is a native El Pasoan and a proud UTEP alumni with a bachelor’s degree in Civil Engineering.  She is an Associate Geotechnical Engineer     with Wood Environment & Infrastructure Solutions in their Las Cruces, NM, office.  Julia joined RTEP as a representative of the El Paso              chapter of the National Association of Women in Construction (NAWIC).  She is currently the Treasurer and a Past President of the                    chapter. 
    Julia and her husband Kurt have an amazing daughter named Sophia.  They enjoy family beach vacations, home projects and new                  adventures!

David Flitman
Board Director
​8 years Rebuilding Together/Retired financial controller
​is originally from Cleveland, Ohio and graduated from Kent State University with a BBA in Finance.  After college David joined Westinghouse Electric Corporation (today CBS), and eventually through several promotions/relocations came to El Paso to work in the Juarez MX maquiladora community in 1992.  He met his wife Debi shortly after arrival and decided to make El Paso home.  During his career David worked for North American Philips, Scientific Atlanta/Cisco and Eaton Corporation as a Financial Controller.  He retired in May 2019.  Since retirement he has been assisting the El Paso Fighting Hunger Food bank and Rebuilding Together El Paso non-profits. 

Sylvia Hernandez
​ Vice-President of the Board
Sylvia Hernandez serves as Co-Director of The Challenge Foundation El Paso, where she champions a comprehensive 11-year pathway empowering scholars from 6th grade through college graduation. By providing tuition scholarships, mentorship, and individualized wrap-around services, she ensures motivated students from under-resourced communities have the advocacy and resources to chart their own futures.
A proud UTEP MBA and BBA alumna, Sylvia draws on her extensive background in institutional advancement—including her tenure as Director of Development for UTEP’s College of Liberal Arts—to drive the Foundation’s mission. Deeply rooted in faith and service, she is an active member of several ministries at St. Pius X Church and serves on the boards of Rebuilding Together El Paso and Centro Santa Catalina.​

Roberto Candelario
Board Director
7 years Rebuilding Together/Human Resources & Salesforce Specialist
Is the Owner of Candelario HR Consulting and a 23 year US Army Veteran and is a board member of the El Paso Rebuilding Together Organization. Mr. Candelario was an Infantryman during his military career and held many different levels of leadership positions.  Deployed to Afghanistan, Iraq, and Africa in support of the Global War on Terrorism. Retired as a Sergeant First Class after a successful career earning such awards as Army Achievement Medal (5th Award), Army Commendation Medal (6th Award), Meritorious Service Medal, Bronze Star Medal with Valor. Graduate from the Senior Leadership Course,  earned Air Assault, Expert Infantry, and Combat Infantry Badge.  Earned a BS in Human Resources from Excelsior College and is certified as a Society  For Human Resources Professional and  Assistant Professional Human Resources. ​

Izzy Mora

Board Director
​Isidro (Izy) brings more than three decades of experience in nonprofit leadership, community engagement, public relations, and human services to the Board of Directors. Throughout his career, he has dedicated himself to strengthening organizations that improve the health and well-being of underserved communities in the Borderland.Izzy has held leadership positions with the Child Crisis Center, the Southwest AIDS Committee, the American Cancer Society, and the Rio Grande Cancer Foundation, where he served as Director of Marketing and Communications and Health Resources Coordinator. His work has included program development, grant administration, volunteer management, public education, strategic communications, event planning, graphic design, and the creation of award-winning community outreach publications and health resource programs.A longtime advocate for community health and equity, Izzy has served as President of the Board of Directors for Border AIDS Partnership and as a board member of the Borderland Rainbow Center and AIDS Project El Paso. He has also contributed his expertise as a grant reviewer for the Susan G. Komen Breast Cancer Foundation, helping evaluate funding opportunities that advance breast cancer education, treatment, and support services.Today, Izzy serves as Public Relations Representative for Recovery Guide, a free mental health and addiction resource publication that connects thousands of individuals and families with vital treatment, recovery, and community services throughout the region. He is also the co-host of the Queer Onda El Paso podcast, which highlights LGBTQIA+ voices, history, culture, and community issues across the Borderland.Known for his collaborative leadership, strategic communications expertise, and lifelong commitment to public service, Izzy is passionate about building partnerships that strengthen nonprofits and improve the quality of life for individuals and families throughout the community.

Cristina Zuniga
Communications and Program Manager
10 years Rebuilding Together 
is born and raised in the border City of EL Paso, single mother of 3 very active teenagers.  She has worked mostly as a loan officer or Admin for various companies and cities in the West Texas area, she has volunteered for Habit for Humanity commercializing in-kind materials. At this moment she is familiarizing herself with online marketing for non-profits.  She joined RTEP as a volunteer in the beginning of 2015 involving herself in home review, directly dealing with the clients. Cristina was recently hired by RTEP as Marketing Assistant/ Admin. 
She has been motivated to join RTEP based on her personal experience with her mother struggling at home with the disability and as such understanding firsthand the trials families go thru with such cases at home. She sees the opportunity to help others in similar situations and she gets such a gratifying outcome from the help RTEP provides to these families. Cristina has also been a important part of the SHEBuilds program within RTEP. She is involved in training women in our home repair workshops and has been an essential part of 2 very important community SHEBuilds projects, The 'Dede Wish Boutique @ YWCA and the lounge room at the "El Pasoans Fighting Hunger".

Tommy Carreon
Development and Program Manager

Is a seasoned operations and leadership professional with 29 years of experience in customer service, call center management, and business operations. She holds a Master of Business Administration and a Bachelor of Business Administration from the University of Phoenix, as well as a bachelor’s degree in operations management from the University of Colorado. 
Her expertise includes project management, KPI development, quality assurance, training, process improvement, and team leadership, with a strong focus on ethical conduct and collaboration. Tommy is highly proficient in Microsoft Office 365 and experienced in working with operational and technical teams, providing analysis, reporting, and strategic recommendations. At Rebuilding Together El Paso, Tommy supports the organization as a grant writer and volunteer coordinator, bringing both professional skill and genuine commitment to serving the community.

Miguel Anaya
Contractor Liaison
6 years Rebuilding Together

Plays a key role in connecting homeowners, contractors, and project teams to ensure repairs are completed safely, efficiently, and with the highest level of care. With strong expertise in construction coordination and a deep commitment to community service, Miguel oversees project assessments, communicates homeowner needs, and supports the smooth execution of repair work. His professionalism, reliability, and dedication make him an essential bridge between RTEP and the families we serve, helping ensure every project reflects our mission of restoring safety, dignity, and stability—free of charge to those in need.
