Is the Senior Vice President of residential construction lending at WestStar Bank in El Paso, Texas. In her role, she maintains banking relationships with homebuilders as well as generates new business opportunities to further expand the banks residential construction loan program.
she joined Weststar in 2009 as a credit file clerk and has served in various positions since then, including loan review assistant, business loan analyst, and most recently Assistant Vice President of commercial lending.
She graduated from Colorado Technical University with an MBA degree in finance.

Is a native El Pasoan and a proud UTEP alumni with a bachelor’s degree in Civil Engineering. She is an Associate Geotechnical Engineer with Wood Environment & Infrastructure Solutions in their Las Cruces, NM, office. Julia joined RTEP as a representative of the El Paso chapter of the National Association of Women in Construction (NAWIC). She is currently the Treasurer and a Past President of the chapter.
Julia and her husband Kurt have an amazing daughter named Sophia. They enjoy family beach vacations, home projects and new adventures!

Sylvia Hernandez serves as Co-Director of The Challenge Foundation El Paso, where she champions a comprehensive 11-year pathway empowering scholars from 6th grade through college graduation. By providing tuition scholarships, mentorship, and individualized wrap-around services, she ensures motivated students from under-resourced communities have the advocacy and resources to chart their own futures.
A proud UTEP MBA and BBA alumna, Sylvia draws on her extensive background in institutional advancement—including her tenure as Director of Development for UTEP’s College of Liberal Arts—to drive the Foundation’s mission. Deeply rooted in faith and service, she is an active member of several ministries at St. Pius X Church and serves on the boards of Rebuilding Together El Paso and Centro Santa Catalina.

Is a seasoned operations and leadership professional with 29 years of experience in customer service, call center management, and business operations. She holds a Master of Business Administration and a Bachelor of Business Administration from the University of Phoenix, as well as a bachelor’s degree in operations management from the University of Colorado.
Her expertise includes project management, KPI development, quality assurance, training, process improvement, and team leadership, with a strong focus on ethical conduct and collaboration. Tommy is highly proficient in Microsoft Office 365 and experienced in working with operational and technical teams, providing analysis, reporting, and strategic recommendations. At Rebuilding Together El Paso, Tommy supports the organization as a grant writer and volunteer coordinator, bringing both professional skill and genuine commitment to serving the community.
